## Purpose
Adds a planning page for the NIH Common Form biosketch and Supplement: rules, limits, records on file and owner actions. NIH accepts only the certified PDF from SciENcv; this page prepares the content.

## Changes
- Added /biosketch/nih-common-form/, a planning page for the NIH Biographical Sketch Common Form and NIH Biographical Sketch Supplement, built from biosketch/nih-common-form/plan.json by tools/build_nih_plan.py.
- The page lists the NIH dates (January 25, 2026 start; May 8, 2026 enforcement; May 25, 2026 research security training certification), the section limits, the records already on this site for each section, and what the owner still has to supply.
- Rules were checked against NIH's Common Form instructions, the Supplement instructions, NOT-OD-26-079 and the NIH forms directory. Where Stanford ORA's summary differs (Personal Statement references), the page follows NIH.
- Professional Preparation start dates filled from the transcripts: Liberty Ed.D. January 2024 (Spring 2024 term; catalog year 2023–24), USC Summer 2023, Walden graduate study January 2021 and B.S. March 2011.
- Added CITI Research Security Training (Combined), record 70645209 (University of South Carolina), completed October 18, 2026, score 100%, expires October 18, 2027: certificate published at /evidence/research-training/citi-usc-research-security-training-2026.pdf with CITI verification link; completion report kept controlled. The record moves out of the register's excluded (Due Now) list; the CITI register now holds 15 records.
- NIH Biosketch Prep: the certification section now shows the research security certificate and verification links (status Training complete; covers submissions through October 18, 2027). The printable Grant Biosketch's Research Training row lists the same record.
- NIH Biosketch Prep: the Honors section now lists the verified Golden Key International Honour Society membership (Walden University, March 19, 2022), which the first draft missed.
- Linked the page from the Grant Biosketch toolbar and the CV menu (NIH Biosketch Prep), and added plan.json to the machine-readable index.
- The printable Grant Biosketch keeps its layout; only its Research Training row changes.

## Required post-deployment checks
- The footer shows "Deployment v2.7 Candidate 06 · October 19, 2026".
- /biosketch/nih-common-form/ loads, its section links jump to each card, and on a phone the status table stacks without sideways scrolling.
- The Research Security certificate opens from /evidence-cv/citi-research-training/ and from the NIH page's certification section.
- The Grant Biosketch toolbar shows "NIH Common Form Prep"; the CV menu shows "NIH Biosketch Prep".
