## Purpose
Adds a grant readiness page for conflicts of interest and time commitment, with disclosure language for applications involving the owner's organizations.

## Changes
- Added /biosketch/coi-readiness/, built from biosketch/coi-readiness/readiness.json by tools/build_coi_readiness.py: the roles to disclose (Anointed Connect Church Inc., EWTECHNERD LLC, Anointed Holdings LLC), three scenarios with conflicts, controls and disclosure language, the time-commitment method, the research security status and a pre-application checklist.
- Rules cited from primary sources: 2 CFR 200.318(c)(1) and (c)(2), 2 CFR 200.112, NSPM-33 (January 14, 2021), Public Law 117-167 §§ 10632 and 10634, and NIH commitment-overlap guidance.
- Only roles that are already public appear on the page. Effort, person-months, compensation, ownership shares and contract amounts are kept in a private worksheet in the owner's Google Drive.
- NIH Biosketch Prep: added Public Law 117-167, NSPM-33, 2 CFR 200.318 and 2 CFR 200.112 to the resources, and a link to the readiness page from the certification section.
- Linked the page from the CV menu (Grant COI Readiness), the Grant Biosketch toolbar and the machine-readable index.
